Chief Engineer P.E
The Chief Engineer, P.E. serves as the technical and strategic leader of the Water and Wastewater Engineering Division, overseeing the planning, design, and execution of major infrastructure projects across the Commonwealth of the Northern Mariana Islands (CNMI). This role is central to ensuring the reliability, sustainability, and modernization of the region’s essential utility systems.
As a key member of the leadership team, the Chief Engineer provides expert guidance on engineering standards, project management, and regulatory compliance. The position involves close collaboration with government agencies, environmental partners, and community stakeholders to deliver innovative solutions that enhance water and wastewater services.
This is a unique opportunity for a licensed Professional Engineer to lead high-impact projects, mentor a team of skilled engineers, and contribute to the long-term resilience and growth of public infrastructure in the Marianas Pacific region.

Key Responsibilities

Lead, mentor, and develop engineering teams across multiple disciplines, ensuring high performance, technical excellence, and professional growth.

Oversee the design, planning, and execution of complex water and wastewater infrastructure projects, from feasibility studies to construction and commissioning.

Ensure strict compliance with all applicable engineering standards, environmental regulations, and safety protocols while maintaining cost-effectiveness and operational efficiency.

Collaborate and coordinate with internal divisions, government agencies, consultants, contractors, and community partners to ensure alignment on technical requirements and project objectives.

Review and approve engineering plans, specifications, and technical reports, ensuring accuracy, sustainability, and adherence to best practices.

Provide expert guidance on capital improvement projects, system upgrades, and long-term infrastructure planning initiatives.

Promote innovation and continuous improvement by identifying and implementing emerging technologies, design approaches, and operational solutions that enhance service delivery and resilience.
Minimum Qualifications

Bachelor’s degree in Civil, Mechanical, or Electrical Engineering

Valid Professional Engineer (P.E.) License
-
10+ years of professional engineering and leadership experience

Strong background in utilities or infrastructure management
