# Celebrating 50 Years of the Covenant: A Historic Moment for the CNMI

Happy Covenant Day, Saipan, Tinian, Rota, and the entire Northern Mariana Islands! Today marks a truly historic moment for our Commonwealth.
We are celebrating the 50th anniversary of the enactment of the Covenant, the historic agreement that defines our unique political relationship with the United States. As we gather to commemorate this milestone, it is a time for reflection, pride, and gratitude for the journey that brought us here.
A Journey to Self-Governance: The Timeline
The path to becoming a Commonwealth was a deliberate and hard-fought journey. Here is a brief look at the timeline leading up to today’s celebration:
1947: Following World War II, the Northern Mariana Islands became part of the Trust Territory of the Pacific Islands (TTPI), administered by the United States under a United Nations mandate.
Early 1970s: The Marianas Political Status Commission began intensive negotiations with the United States to determine a permanent political status separate from the rest of the TTPI.
February 15, 1975: After years of negotiations, representatives of the United States and the Northern Mariana Islands signed the "Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States."
March 24, 1976: The U.S. Congress approved the Covenant through Public Law 94-241, officially enacting it. This date is what we celebrate today as Covenant Day.
January 1978: The first constitutional government of the CNMI took office, with Dr. Carlos S. Camacho and Francisco C. Ada serving as the first elected Governor and Lieutenant Governor.
November 4, 1986: The Covenant was fully implemented. Presidential Proclamation No. 5564 terminated the application of the Trust Territory agreement, and the people of the CNMI were granted U.S. citizenship.

Commemorating 50 Years: The Commonwealth Jubilee
This year’s celebration is bigger than ever. The CNMI America250 Commission has organized the Commonwealth Jubilee, a three-day festival designed to bring the community together in a way we haven’t seen before.
Held from March 22–24, the Jubilee has been a journey through our heritage, culminating today. Here are some of the key events taking place today to mark the actual anniversary:
Covenant Day (Today, March 24): The official legal holiday.
Documentary Screening & Panel: "Fifty Years of the Covenant" (9:00 a.m. – 12:00 p.m.). A special screening featuring founding father Pete A. Tenorio discussing the document that defined our political identity.
Rare Exhibit: "Covenant at 50 Exhibit" (11:00 a.m. – 8:00 p.m.) at the Crowne Plaza Art Room. A rare opportunity to view the original Covenant document.
Trivia Night: High school and college students will test their knowledge of CNMI history for prizes (4:00 – 9:00 p.m.).
Earlier in the week, the community also enjoyed cultural demonstrations, storytelling, and a panel on the Marianas Diaspora.

As Commission Chair Leo Pangelinan noted, the Covenant “impacts everyone here,” and this year’s community-driven approach to celebration marks a new chapter of engagement. We hope that families take the time to read the Covenant, discuss what it means to them, and share their stories for the next generation.
From the Trust Territory to the Commonwealth, our journey has been one of resilience, cultural pride, and partnership with the United States. Today, we celebrate how far we’ve come.
